What does a Fairy God or Dog Mother Do? Well, in any story in the books I have read, is they spiffy up the object they wish to present to the prince or adopter for them to like as much as possible to take them as their princess or fur baby! So that means, a bath and new clip if needed and a new dress or maybe a bow or bandana or collar for the dog. Then of course some good Fairy Dust is needed to be spread all around for extra benefit.
